Yes they can.
Under the insurance contract that they have with their insured person, they have an obligation to their insured person to conduct repairs as soon as reasonably practicable.
I had an accident. I am uninsured or I will not claim. The other party’s insurance is asking me in written to pay the damage to their insured and have given me a list of repairs. Can they repair the car without letting me examine it or getting any quotes?
